On 5 December 2025, Stephen Page, Director at Page Provan Family and Fertility Lawyers, submitted a comprehensive response to the Australian Law Reform Commission’s review of Australia’s surrogacy laws.
As Australia’s leading surrogacy lawyer, Stephen has advised in over 2,000 surrogacy journeys since 1988—spanning domestic and international arrangements across 39 countries and every known surrogacy destination. He is a father through surrogacy, a family law specialist accredited since 1996, and author of When Not If: Surrogacy for Australians (2022) and International Assisted Reproductive Technology (2024).
In this detailed submission, Stephen draws on decades of frontline experience to address the ALRC‘s proposals on surrogacy regulation, parentage recognition, citizenship pathways, and the challenges facing Australian intended parents, surrogates, and children born via surrogacy.
